Amendment 2026-5 of the 2025-26 Budget as Presented.

Finance Director Carl Johnson presented the final budget amendment for this fiscal year. This included an amendment for the general fund to increase both revenue and expenditures by $374,142. This amendment acknowledges costs for general fund equipment use and healthcare cost shifts. It also includes adjustments to the major street and local street funds, recreation fund, senior activities fund, and parking fund.

Contract awarded for property cleanups and emergency board-ups.

Community Development Director Kristen Kapelanski spoke on awarding a contract to SERVPRO in order to take on larger property cleanup and emergency board-up projects within the City. Previously the City relied on the Department of Public Works to assist in these situations, which was challenging due to staff resources. Awarding the contract to SERVPRO allows the City to have a contractor on hand to address these issues more quickly as they occur.

Second reading and adoption to amend various sections of the City of Berkley Code of Ordinances.

Director Kapelanski also addressed multiple ordinance amendments. These included commercial occupancy certificates and business licenses, performance guarantees, multiple family development, authorized site layouts, parking, and sign ordinance adjustments.

Consideration of GLWA (Great Lakes Water Authority) Member Partner Contract for Legal Services for Settlements 

DuPont and 3M have provided a settlement fund to pay municipal water systems, including GLWA, for any and all PFAS/PFOA claims that they may have against 3M and DuPont. The City buys its water from GLWA and GLWA has opened up for wholesale customers to make claims to potentially receive funds from this settlement. GLWA will assist in providing legal services to the City through Stag Luizza to claim the funds that GLWA would have otherwise been entitled to. Stag Luizza has a testing company available to test Berkley’s water for PFAS/PFOA to see what the City’s entitlement may be. This Legal Services Agreement authorizes RSJA, the Firm the City currently uses as legal council, to act as local council for purposes of the claim. 

Adopted resolution to continue to participate in the Oakland County Urban County Development Block Program for the years 2027, 2028, and 2029.

Every three years, the City is able to opt-in to receiving funds from the county. Opting in allows Berkley to receive Community Development Block Grants (CDBG) funding from the county rather than the federal government. Smaller fund allocations help fund yard services and large print books, and larger amounts are also awarded to help with bigger projects like installing ADA-compliant sidewalks.
